Bringing clarity and simplicity to a complex refinery maintenance cost transformation.

How do you transition a highly unionised workforce entrenched in traditional ways of working to a new regime fit for the 21st century? How do you effect this transition smoothly and cost-effectively after 25 years of reliance on equally entrenched contractors?

The answer: You apply MAXOPS’ clarity and ingenuity.

Our client’s situation

Inefficient work management planning and execution meant costs at the refinery were spiralling, putting the refinery in the unenviable fourth cost quartile. Roles were unclear. Productivity and morale were low. Costs and risk were high and rising.

After decades of stagnation, a measured transformation was urgently needed. But the problem was so large and complex. Where to start?

Our solution

Our team worked side-by-side with our client to engage, motivate and mobilise the various stakeholders. We broke the problem into its individual components, then grouped the work into logical work packages with allocated leads.

Suddenly, the problem didn’t seem so large.

We then integrated the packages into a project management plan, setting up strong project governance from the get-go so we were able to identify and resolve risks and issues quickly. A combination of schedule tracking and short interval control ensured speed and quality of delivery.

But this wasn’t simply about substituting a contractor. We also re-designed the work management processes, roles, responsibilities and KPIs to drive transparency, accountability and improvement.

The result

Seamless delivery: On time, on budget.

We’re chuffed to say we delivered the transition program in less than four months without a gap in maintenance service delivery.

And with greater clarity and accountability across processes, roles and performance, the result for our client is an efficient, cost-effective maintenance solution that meets – and will evolve with – the refinery’s changing needs.
